Pradhan Mantri Matru Vandana Yojana: Under Pradhan Mantri Matritva Vandana Yojana, to improve the health and nutritional status of pregnant and lactating women with the first child and their young children (0 to 6 months), to promote the use of appropriate methods, care and services during pregnancy, safe delivery and breastfeeding period, a total amount of Rs. 5000/- will be paid to the beneficiary in three installments (Rs. 1000/- respectively) on fulfillment of the prescribed conditions. Together with the Department of Social Welfare & Empowerment and the Department of Health & Family Welfare, it is being implemented in the States and UTs.

Pradhan Mantri Matru Vandana Yojana Benefits:


Pregnant women and nursing mothers will benefit from this program during the delivery of the first live child. Direct Bank Transfer (DBT) will be used to send the scheme’s benefit amount to the beneficiary’s bank account. The government would reportedly make the payment in the following installments.

1. Cash incentive of ₹5000 are provided in three instalments –

  • First installment – ₹1000/- Based on early pregnancy registration at an Anganwadi Center (AWC) or other health facility that has been approved by the governing State or UT.
  • Second installment – ₹2000/- Upon receiving at least one prenatal checkup (ANC) after six months of pregnancy.
  • Third installment – ₹2000/- when the birth is documented and the child has gotten the first round of BCG, OPV, DPT, and hepatitis B vaccines, or a comparable/alternative vaccine.

2. The incentive provided under the Janani Suraksha Yojana (JSY) for institutional delivery would be offered to the eligible beneficiaries, and the incentive would be applied to maternity benefits so that, on average, a woman would earn 6000/-.

Payment process-

The money will be transferred in three installments to the beneficiary woman’s bank account. A total of Rs. 6000, including Rs. 1000, will be paid as the first installment under the Janani Suraksha Yojana after registration, after six months of pregnancy, following registration and immunization of the child’s birth, and for institutional delivery.

Note: The Pradhan Mantri Matritva Vandana Yojana (PMMVY) would not be applicable to low-grade expectant moms and nursing mothers.

Why in discussion?

The All India Maternity Benefit Programme ‘Pradhan Mantri Matru Vandana Yojana’ (PMMVY) has been criticised for its exclusionary nature.

Due to the exclusionary nature:

  1. The benefit of this scheme is available to a woman only on the basis of the birth of the first child.
  2. For registration in this scheme, the applicant woman has to provide the Aadhaar details of her husband, which deprives single women, unmarried mothers, abandoned wives and widowed women from taking advantage of this scheme.
  3. The minimum age to apply for this scheme is 19 years, so newly married women below the age of 18 years are deprived of the benefits of this scheme.
  4. About 30-35% of women who give birth to their first baby are under the age of 18.
  5. Separately, proof is taken from the parents of the newborn that he is the first surviving child from that woman and her husband.
  6. The beneficiary woman has to submit the address document of her matrimonial home, so it is challenging for newly married women, as they usually need to stay at home and rest during pregnancy.
  7. Due to the complex process of documentation, marginalized women such as sex workers, women in custody, migrants and women living in post-conflict situations are not able to take advantage of this scheme.
  8. According to a woman activist, women have to pay huge bribes during the application process.
